"Disaster" denotes disorder in system due to impact of Natural Calamities like Storm/ Cyclone, Flood, Earth Quake, Drought etc. Apart from these, there are some other factors viz. Fire, Landslide, Terrorism, Riots, Sabotage, War and Civil strife, Accident etc. which also play a role in creating disaster in the power Distribution system. As a whole, "Disaster" may be defined as a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or manmade causes, or by accident or negligence which results in substantial loss of life or human suffering and cause of damage and destruction of property. Natural Calamities are unpredictable and sometimes unseen and may cause substantial damage and loss to Human and Animal life and property of a locality in no time before any action could be taken by the people or by the administration.
Formulation of a strategy and a comprehensive plan to meet any disaster and responding to it in the shortest possible time and making it available in the vital location is most essential in carrying out evacuation, rescue and relief operations has become very essential and the Disaster Management plan of APDCL is a first step in that direction.
The State of Assam has an area of 30,285 Square Miles (78,438 Square Km) having population of more than 300 Lakhs. Assam Power Distribution Company Limited endeavours to cover the most of the areas by its very big distribution network benefiting large numbers of population. The Distribution Network comprises of More than 350 Nos. of 33/11 KV Sub-Station with capacity of 3016.81 MVA, 5995.88 Ckt KM 33 KV Lines, 54706.13 Ckt. KM 11 KV Lines, 143683.90 Ckt. KM L.T. Lines and over 65,000 Nos. Distribution Transformers with capacity of 5000 MVA. In the event of any disaster, requisite organizational set up is very much essential in order to mitigate the eventuality of damage/mishap in a particular area/locality. In order to meet this challenge, APDCL has set up one EMERGENCY OPERATING CENTREs and DISASTER MANAGEMENT CELLs at various level of the organisation.
EMERGENCY OPERATING CENTRE (EOC):
The Emergency Operating Centre will be located at the Corporate Office of APDCL, Bijulee Bhawan, Paltan Bazar, Guwahati-78101 and at the Zonal Offices. The Emergency Operating Centre at the Corporate Office will comprise of the following 7 (seven) members:
One officer of the rank of General Manager who will be the head of the Centre and will act as Nodal Officer.
6 (Six) officers of the rank of Deputy General Manager: 3 (three) DGMs from the H.Q. level under CGM offices, one DGM (Civil), one DGM (HR) and one DGM (F&A).
One of the DGM Should be posted for full time work to look after the implementation of capacity building works initially and he may be assisted by an officer of the rank of Junior Manager and a LDA cum computer operator.
The Emergency Operating Centre at the Zonal Offices will comprise of the following officers:
General Manager of the Zone who will be head of the Centre and act as Nodal Officer.
CEOs of the distribution Circles, AGMs of the Distribution Divisions and the SDEs of the distribution Sub-Divisions.
DISASTER MANAGEMENT CELL (DMC):
Disaster Management Cell will be operated at three levels viz., Circle level, Divisional level and Sub-Divisional level.
Circle Level Disaster Management Cell (CLDMC): The CLDMC will comprise the following officers:
This Cell will be located at the H.Q. of each Circle and the Chief Executive Officer of a circle will be the head of the Cell.
Three officers in the rank of Senior Manager, Deputy Manager/ Assistant Manager & Assistant Manager (Accounts) will be the members of the Cell.
Division Level Disaster Management Cell (DLDMC): This Cell will be located at the H.Q. of a Division and comprises of the following officers:
The Assistant General Manager of a Division will be the head of the Cell.
Other three officers in the rank of Deputy Manager / Assistant Manager, Accounts Officer and Junior Manager will be the members of the Cell.
Sub-Division Level Disaster Management Cell (SDLDMC): This Cell is one of the most important and vital organizational set up in respect of Disaster Management. This Cell will be located at the H.Q. of a Sub-Division and will comprise of the following officers:
The Sub-Divisional Engineer of a Sub-Division will be the head of the Cell. He will also be designated as the First responding Officer.
Three officers in the rank of Deputy Manager/ Assistant. Manager, Deputy Accounts Officer and senior most Junior Manager of the S/D will be the members of the Cell.
There will be four Zonal Level Emergency operating Centre which will be located at Narengi (Guwahati), Silchar, Tezpur and Jorhat, 19 Nos. Circle Level Disaster Management Cell, 46 Nos. Division Level Disaster Management Cell and 157 Nos. Sub-Division Level Disaster Management Level under Assam Power Distribution Company Limited.
